class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Airportman.id<\/b><strong> &#8211;\u00a0<\/strong>Global Reporting Format (GRF) merupakan format pelaporan bahasa standar global untuk menilai kondisi permukaan landas pacu atau <em>runway<\/em> yang secara bersamaan juga meningkatkan penilaian awak pesawat tentang kinerja pesawat pada saat lepas landas dan mendarat. GRF dikembangkan oleh <a href=\"https:\/\/www.icao.int\/\">ICAO<\/a> dengan tujuan untuk memitigasi atau mengurangi risiko tergelincirnya pesawat udara di landas pacu atau yang biasa kita kenal dengan <em>runway excursion<\/em>. Mulai tanggal 4 November 2021, ICAO mewajibkan seluruh operator bandara di dunia, termasuk Indonesia, untuk mengimplementasikan Global Reporting Format (GRF).\u00a0\u00a0<\/p><p>Dalam artikel kali ini, akan dibahas mengenai implementasi GRF di Indonesia yang merupakan negara tropis atau tanpa adanya musim salju.<\/p><h2><strong>Penilaian dan Pelaporan Kondisi Permukaan Landas Pacu<\/strong><\/h2><p>Operator bandar udara menilai kondisi permukaan landas pacu setiap kali terdapat perubahan yang signifikan pada permukaan landas pacu karena adanya kontaminan. Kontaminan yang dimaksud adalah air, salju, lumpur salju, es dan embun beku. Hasil penilaian tersebut akan dimasukkan kedalam sebuah format Laporan Kondisi Landas Pacu atau <em>Runway Condition Report <\/em>(RCR). Dari hasil penilaian tersebut dapat digunakan oleh awak pesawat untuk memperhitungan kinerja pesawat udara pada saat lepas landas (<em>take off<\/em>) dan mendarat (<em>landing<\/em>).<\/p><p>Perubahan kondisi landas pacu dianggap signifikan apabila :<\/p><ol><li>Perubahan pada <em>Runway Condition Code <\/em>(RWYCC) yang ditunjukan dengan angka 2 (<em>Standing Water<\/em>), 3 (<em>Slippery Wet<\/em>), 5 (<em>Wet<\/em>), dan 6 (<em>Dry<\/em>);<\/li><li>Perubahan jenis kontaminan;<\/li><li>Perubahan kedalaman kontaminan, dilaporkan apabila kedalaman minimum 4 mm untuk <em>Standing Water<\/em> dan 3 mm untuk <em>Slush<\/em>, <em>Wet Snow<\/em> dan <em>Dry Snow<\/em>;<\/li><li>Perubahan prosentase cakupan luasan kontaminan di landas pacu yang dinilai berdasarkan rentang nilai 10-25% (dilaporkan 25%), 26-50% (dilaporkan 50%), 51-75% (dilaporkan 75%) dan 76-100% (dilaporkan 100%).<\/li><\/ol><p><img decoding=\"async\" class=\"aligncenter wp-image-1812 size-full\" src=\"https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA.png\" alt=\"\" width=\"1122\" height=\"793\" srcset=\"https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA.png 1122w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-300x212.png 300w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-1024x724.png 1024w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-768x543.png 768w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-18x12.png 18w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-624x441.png 624w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/RCA-600x424.png 600w\" sizes=\"(max-width: 1122px) 100vw, 1122px\" \/><\/p><p>Gambar di atas adalah format laporan RCR untuk bandara yang tidak memiliki musim salju, terdiri dari dua bagian utama yaitu Bagian Perhitungan Kinerja Pesawat Udara (<em>Aeroplane Performance Calculation Section<\/em>) dan Bagian Kewaspadaan terhadap Perubahan Situasional (<em>Situational Awareness Section<\/em>). Informasi yang perlu diisi dalam laporan adalah sebagai berikut :<\/p><ol><li><strong>Aerodrome Location Indicator atau ICAO Airport Code. <\/strong>Kode empat huruf yang menunjukan lokasi bandar udara.<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : WIII untuk Bandara Soekarno-Hatta<\/p><ol start=\"2\"><li><strong>Date\/Time of Assessment. <\/strong>Tanggal dan waktu pelaksanaan penilaian dengan format MMDDhhmm atau Bulan-Bulan-Hari-Hari-Jam-Jam-Menit-Menit. Dan untuk waktu menggunakan UTC (<em>Universal Time Coordinated<\/em>).<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : Penilaian dilakukan pada 19 November pukul 10.20 WIB atau 03.20 UTC, sehingga penulisan pada kertas kerja adalah 11190320.<\/p><ol start=\"3\"><li><strong>Lower Runway Designator<\/strong>. Nomor <em>designation runway<\/em> paling rendah atau kecil dalam satu landas pacu yang dinilai, dan arah penentuan sepertiga runway adalah dari nomor <em>designation runway<\/em> paling rendah\/kecil ke paling tinggi\/besar.<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : Penilaian dilakukan pada landas pacu dengan <em>designation runway <\/em>13-31, maka yang dituliskan adalah 13.<\/p><ol start=\"4\"><li><strong>RWYCC<\/strong>. Kondisi landas pacu yang dinilai pada setiap sepertiga landas pacu yang ditunjukan dengan angka dengan kriteria sebagai berikut :<\/li><\/ol><ul><li style=\"list-style-type: none;\"><ul><li><strong>6 untuk kondisi DRY<\/strong> atau kering, landas pacu dianggap kering jika permukaannya bebas dari kontaminan atau kelembaban yang nampak.<\/li><li><strong>5 untuk kondisi WET<\/strong> atau basah, landas pacu dianggap basah jika permukaannya tertutup oleh air atau terlihat lembab dengan kedalaman 3 mm atau kurang.<\/li><li><strong>3 untuk kondisi SLIPPERY WET<\/strong> atau basah licin, landas pacu dianggap basah licin jika permukaannya tertutup oleh air atau bercak lembab yang terlihat dengan kedalaman kurang dari atau sama dengan 3 mm dan nilai <em>skid resistance <\/em>atau kekesatan landas pacu di bawah nilai minimum yang dipersyaratkan.<\/li><li><strong>2 untuk kondisi STANDING WATER<\/strong> atau genangan air, landas pacu dianggap basah licin jika permukaannya tertutup oleh air dengan kedalaman lebih dari 3 mm.\u00a0<\/li><\/ul><\/li><\/ul><p style=\"padding-left: 40px;\">Contoh : Pada saat penilaian, kondisi sepertiga bagian pertama landas pacu tergenang air dengan kedalaman 4 mm, sepertiga bagian kedua dan ketiga kering. Maka penulisan laporan adalah 5\/6\/6 (disilang pada <em>check box<\/em> RWYCC sesuai kodenya).<\/p><ol start=\"5\"><li><strong>% Coverage<\/strong>. Merupakan angka yang menunjukan prosentase cakupan air pada setiap sepertiga landas pacu. Jika landasan kering atau terdapat cakupan air kurang dari 10% maka tidak perlu dilaporkan (<em>Not Reported \u2013 NR<\/em>). Ketentuan pelaporan adalah sebagai berikut :<\/li><\/ol><ul><li style=\"list-style-type: none;\"><ul><li>Hasil pengukuran 10-25% cakupan air maka yang dilaporkan adalah 25%.<\/li><li>Hasil pengukuran 26-50% cakupan air maka yang dilaporkan adalah 50%.<\/li><li>Hasil pengukuran 51-75% cakupan air maka yang dilaporkan adalah 75%.<\/li><li>Hasil pengukuran 76-100% cakupan air maka yang dilaporkan adalah 100%.<\/li><li>Jika cakupan air kurang dari 25% maka RWYCC yang dilaporkan adalah 6 atau DRY<\/li><\/ul><\/li><\/ul><ol start=\"6\"><li><strong>Depth atau Kedalaman. <\/strong>Berupa dua atau tiga digit angka yang mewakili kedalaman air yang dinilai dalam mm untuk setiap sepertiga landas pacu.<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : Pada saat penilaian, kondisi sepertiga bagian pertama landas pacu tergenang air dengan kedalaman 4 mm, sepertiga bagian kedua 6 mm dan ketiga 10 mm. Sehingga format yang dilaporkan adalah 04\/06\/10.<\/p><ol start=\"7\"><li><strong>Deskripsi kondisi untuk setiap sepertiga landas pacu. <\/strong>Dilaporkan dalam bentuk huruf kapital sesuai kondisi RWYCC (DRY, WET, SLIPPERY WET, STANDING WATER) pada setiap sepertiga landas pacu..<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : WET\/WET\/STANDING WATER<\/p><ol start=\"8\"><li><strong>Reduced Runway Width<\/strong>. Atau lebar landas pacu yang diterapkan RWYCC jika kurang dari lebar yang dipublikasikan. Merupakan informasi opsional, ditulis dengan dua digit angka yang mewakili lebar landas pacu dalam meter.<\/li><\/ol><p style=\"padding-left: 40px;\">Contoh : 30<\/p><ol start=\"9\"><li><strong>Situational Awareness Section \/ Notes<\/strong>. Seluruh informasi pada bagian ini diakhiri dengan tanda berhenti \u201c.\u201d dengan maksud untuk membedakan informasi dengan informasi berikutnya. Informasi yang diisi pada bagian ini antara lain (jika ada) :<\/li><\/ol><ul><li style=\"list-style-type: none;\"><ul><li>Pengurangan panjang landas pacu, dilaporkan jika NOTAM telah diterbitkan dengan <em>declared distance <\/em>yang baru yang berpengaruh pada LDA (<em>Landing Distance Available<\/em>);<\/li><li>Batuan Lepas di Landas Pacu;<\/li><li>Pemeliharaan landas pacu menggunakan cairan kimia;<\/li><li>Kondisi Taxiway;<\/li><li>Kondisi Apron;<\/li><li>Penggunaan koefisien kekesatan yang dipublikasikan.<\/li><li>Pernyataan dengan bahasa sederhana dengan hanya menggunakan karakter yang diperbolehkan dalam huruf kapital.<\/li><\/ul><\/li><\/ul><p>Berikut adalah beberapa poin yang perlu dicermati pada kondisi tertentu :<\/p><ul><li>Jika kurang dari atau sama dengan 25% area sepertiga runway dalam kondisi WET atau tertutup oleh kontaminan, RWYCC 6 harus dilaporkan.<\/li><li>Apabila distribusi kontaminan tidak seragam atau terpencar pada titik-titik tertentu di sepertiga landas pacu, lokasi atau titik yang tertutup kontaminan dapat dijelaskan dengan bahasa sederhana pada bagian\u00a0<em>Situational Awareness Section\u00a0<\/em>(Kewaspadaan terhadap Perubahan Situasional).<\/li><li>RWYCC pada nilai 5, 3 dan 2 tidak boleh ditingkatkan.\u00a0<\/li><li>Pada kondisi STANDING WATER apabila terdapat perubahan, maka perubahan signifikan yang dimaksud adalah apabila lebih dari sama dengan 3 mm sampai dengan 15 mm. Sehingga apabila terjadi perubahan dari 4 mm ke 6 mm maka nilai yang dilaporkan adalah 04 karena hanya berubah sebesar 2 mm.<\/li><li>Jika tersedia, laporan pilot tentang\u00a0<em>braking action runway<\/em> harus dipertimbangkan sebagai bagian dari proses pemantauan yang sedang berlangsung apakah kondisinya perlu diturunkan atau ditingkatkan.<\/li><\/ul><h2><strong>Contoh Studi Kasus Penilaian dan Pelaporan<\/strong><\/h2><p>Bandara I Gusti Ngurah Rai pada tanggal 23 Oktober 2021 pukul 19.30 WITA atau 11.30 UTC terjadi hujan lebat. <em>Runway Designation Number <\/em>Bandara I Gusti Ngurah Rai adalah 13-31. Setelah dilakukan penilaian diperoleh bahwa sepertiga pertama landas pacu seluruh bagiannya basah dengan kedalaman air 1-2 mm, sepertiga kedua landas pacu seluruh bagiannya basah dengan kedalaman air 1-2 mm dan sepertiga ketiga landas pacu tergenang air dengan kedalaman 6 mm. Sehingga dengan data yang diperoleh tersebut di atas maka laporan yang dibuat sebagai berikut :<\/p><p><img decoding=\"async\" class=\"aligncenter wp-image-1813 size-full\" src=\"https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS.png\" alt=\"\" width=\"1122\" height=\"793\" srcset=\"https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS.png 1122w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-300x212.png 300w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-1024x724.png 1024w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-768x543.png 768w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-18x12.png 18w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-624x441.png 624w, https:\/\/airportman.id\/wp-content\/uploads\/2021\/11\/DPS-600x424.png 600w\" sizes=\"(max-width: 1122px) 100vw, 1122px\" \/><\/p><p>Dan format pelaporan RCR-nya adalah sebagai berikut :<\/p><p><strong>WADD 10231130 13 5\/5\/2 100\/100\/100 NR\/NR\/06 WET\/WET\/STANDING WATER<\/strong><\/p><p>Pada saat penilaian Operator Bandara wajib untuk terus berkoordinasi terutama dengan BMKG setempat terkait kondisi cuaca atau curah hujan pada beberapa kasus intensitas hujan. Dan dalam melakukan penilaian harus dilakukan dengan cermat dan tepat karena laporan tersebut akan digunakan oleh awak penerbangan melalui ATS (<i>Air Traffic Service<\/i>) dan AIS (<i>Aerodrome Information Service<\/i>).\u00a0<\/p><p>Itulah penjelasan singkat mengenai <em>Global Reporting Format<\/em> (GRF) yang saat ini sudah mulai diimplementasikan diseluruh bandara di dunia.
